Around 47% of those receiving disability benefits in Israel have more than one type of disability (physical, mental, intellectual, or sensory). Service provision in Israel is generally organized around offering services in only one disability category. The right to services also changes according to the type and severity of disability, and only some disabilities have a basket of services, which is anchored in legislation. This program establishes a localized model for creating coordination between sectors in order to develop a personalized solution for an individual, should there be no system in place able to meet his/her needs.
